If I were Tom Bombadil I wouldn’t need bolt cutters to make the nature killing psychopaths pay.

Tom Bombadil would forget about the Ring, not understanding its importance. And as all the free people around him fell to Sauron’s industry, he would remain there in his private paradise. I do not know if he too would ultimately be unmade, but we can not put our trust in him.
