It’s a benign way to attach them legally to the effort. The next step of the slippery slope is to have them act defensively to protect ice agents, but then go back to their administrative duties.

I would be pissed off if I was a National Guard soldier. Their incomes have dropped considerably for the BS orders to assist the SS/NKVD.
I would refuse.
I would get it wrong consistently.
Be slow, make mistakes, ask questions incessantly. You can actually do more damage to an organization by being a bad worker than by quitting and being replaced by someone that's at all competent.

But, you do have to be careful. If completing the paperwork is a morally bad act, it remains so even if it takes you 3 days instead of 30 minutes, and even if no one else ever knows, you will always have to live with yourself.
