There was a coverup and a shameful abandonment of government workers who were severely injured. I guess that counts as consensus.

There was mass hysteria over a bunch of people reporting headaches, and no actual evidence it was caused by weapons of any kind.

The CIA is an organization that has many times inadvertently sniffed its own ass. When discussing the possibility that a foreign government has secretly made our diplomats sick with an energy weapon, one of those times may have come.
